Who Owns an IP Address

The easiest thing to do is go to http://ws.arin.net/cgi-bin/whois.pl and enter in the IP address in question. It will do a whois lookup and give you the company name and contact for the address. As a warning, companies rarely ever respond to the contact addresses listed here, but you might have some success.

Another thing you can do is download something like SamSpade.org to your computer and do whois queries from there.
